How Geneva City Police Department Left Paper Behind

With officers working rotating shifts around the clock, scheduling errors and paper-based recordkeeping aren’t just inconvenient. They create real compliance risk and operational gaps. Running on paper and carbon copies

Before Aladtec, the department managed scheduling the way many public safety agencies have for decades: a printed paper schedule, a CD-based application installed on a single lieutenant’s computer, and a stack of carbon copy forms for overtime requests and leave submissions.

The limitations of this inflexible system were numerous. Officers photographed the printed schedule on their phones just to check it from the field. Shift coverage questions meant calling the on-duty supervisor and hoping they picked up. Schedule changes were hard to communicate quickly. Time off requests and overtime forms lived on paper, buried in carbon copy stacks that had to be dug through manually.

“Our previous processes were archaic and inefficient,” Geneva City Police Chief Ronald Eveland recalls.

The right fit from the start

Chief Eveland has a long history with this decision. As a lieutenant, he led the software selection and implementation himself. Today, he oversees all police activities, manages the departmental budget, and serves as the liaison between the City Council and the department. He knows firsthand what Aladtec delivers, having selected it as a lieutenant and relied on it as chief. 

The decision to move to Aladtec started with a referral from a co-worker who had experience with the software at a prior agency. After a demonstration, Eveland was convinced it checked every box: easy to use, cost-effective, and built for the specific demands of public safety scheduling.

Centralized oversight and digital records

For Chief Eveland, Aladtec delivers well beyond shift planning. Remote access from a desktop or smartphone means he can check coverage, review upcoming events, and stay on top of day-to-day operations from anywhere. 

Digital forms have changed how the department handles day-to-day paperwork and compliance. Vehicle inspections, time off requests, overtime submissions, and vehicle defect reports are all managed through custom forms built in Aladtec. Monthly reports that once meant digging through paper now take a few clicks, and audit documentation is ready when it’s needed.

The right data, right when you need it

The department regularly partners with outside organizations for security details at events, grant-funded traffic enforcement initiatives, and other efforts where the department’s overtime hours are reimbursed. When City Council questions overtime spending, Eveland needs to be able to separate reimbursed hours from true departmental cost.

Aladtec makes that possible. Eveland can easily review overtime submissions to create an accurate picture of reimbursable hours and clearly explain the department’s overtime spend.

“They may see we’ve spent $10k in a specific month on overtime and raise questions. However, they don’t see that $4,500 of that is money being reimbursed to the city,” he explains. “Aladtec and its report functions allow me to gather this information quickly.”

Chief Eveland doesn’t cite a single dramatic ‘before-and-after’ metric. What he describes is something more meaningful to a department his size: a steady, noticeable improvement in how the agency runs.
